We are using v4, via REST calls from PHP.

Still out for us at the moment. We are making reporting calls to 
*/v4/customers/{{customer_id}}/googleAds:search* absolutely fine, but the 
account call to */v4/customers/{{customer_id}}* is throwing this error 100% 
of the time.
