Hi Bryan, this part you describe is what does not work:
*click the blue "+" button in Accounts, enter in some details and click "Save and Continue". This should create a test account under your manager account.* the second page of the details it asks for simply says "There is no billing setup or you are not authorized to perform any operations in billing page. Please contact customer support for more information." After exiting the ads account creation modal after seeing that message there are still no ad accounts created. I did this with my test ads manager account with the red box in the top right.
