Hi Gary, By default, new campaigns already target all devices and since these devices are only currently targetable, they can not be excluded. However, if you indeed wish to target a WebPage, you can do so at the adgroup level (as seen in this table <https://developers.google.com/adwords/api/docs/appendix/criteria-usage>) using the AdGroupCriterionService.
As for the MobileDevice and Platform criteria, they cannot be excluded even at the adgroup level. Let me know if this helps.
