Hi Zohaib, Developer token available in your AdWords production manager account can be used to make API calls against any test account. Developer tokens are not issued against AdWords test manager accounts. To create a test manager account, please refer to this guide <https://developers.google.com/adwords/api/docs/guides/first-api-call#create_test_accounts> .
