Hi Raghu, There is currently no available 201609 version of the AdWords API at the moment and there have been no announcements as to when and what version will be available next. I would recommend that you follow our blog <https://googleadsdeveloper.blogspot.com/> for future updates.
Additionally, the "Not Applicable" status that appears in the PostClickQualityScore <https://developers.google.com/adwords/api/docs/appendix/reports/keywords-performance-report#postclickqualityscore> (Landing page experience) and fields CreativeQualityScore <https://developers.google.com/adwords/api/docs/appendix/reports/keywords-performance-report#creativequalityscore> (Ad Relevance) are due to the score being too low to be determined. Could you provide more information as to which documentation or AdWords link you referred to for the "CTR Factor" field?
