Thanks Anthony for your prompt response. How can I set enhanced CPC on a campaign level with manual CPC or TARGET_SPEND without using flexible bid strategy? Within AdWords editor I can set "enhanced cpc" on my campaigns which does not make a flexible bid strategy.
