This is a big problem for us as well. Being an agency, we don't control 
what values our customers put into the final URLs, and we strongly prefer 
to add our tracking via tracking templates at the campaign or ad group 
level. Ideally, I'd love to see Google add logic when the tracking template 
is married with the final URL (and custom parameters) to correctly use
