Saeed, Could I trouble you to carefully follow every step in the INCOMPLETE_SIGNUP guide <https://developers.google.com/adwords/api/docs/common-errors#QuotaCheckError> ? Also, INCOMPLETE_SIGNUP and USER_PERMISSION_DENIED are two very different errors.
The former may mean that you may have specified a production account customer ID, while the latter may indicate that the refresh token is associated w/ a wrong user.
