Hi Alex,

I don't think you have a choice about useTargetRestrict = true with 201206 
and newer, which are now the only supported API versions. This flag is 
automatically set for newly created campaigns, presumably because the 
AdWords team wants to encourage all campaigns to move to Flexible Reach.
