  I see what you are saying.  I would imagine this change was made to make 
the API and the UI return more consistent results.  We received similar 
feedback regarding making reports more machine readable (for example, but 
removing the % symbol from the output).  I'll be sure to convey this 
feedback to the core engineering team.

Do your clicks divided by impressions match this rate?  If so, you might 
want to consider using that as a workaround until we can improve this 
behavior.
