Currently it is not possible to create campaign and ad group under it in the same job. We have this logged as a feature request already. You are correct the best way to do it is to use 3-4 jobs. Also, please note for future we recommend to group jobs per campaign and ad group. Throwing a job that creates or updates one ad in each of 1000 ad groups is not recommended, please use separate jobs for it.
