I have now received a response.

They declined the token with that reason:

"However, while reviewing your application for compliance with AdWords
API terms and conditions, our team has found that the tool doesn’t
comply with Section II(3)(a). You can review the AdWords API terms and
conditions here: http://code.google.com/apis/adwords/docs/terms.html.
"

This is the biggest joke ever!!

After I've read a lot in various forums, I have the feeling that
Google don´t want to have new API users.

With lots of dedication and meticulousness we have developed a tool
that manages our campaigns with the API. To me it’s completely
incomprehensible how Google Adwords acts in this case. Where is the
problem that makes the activation process take so long? Why Google is
so restrictive here? Why I have to beg for advertise on google by
using the API??

We meet all the critera. We are a serious Adwords customer and want
the Google API to use seriously.

Completely objective point of view: There is no reason to decline use.
Absolutly NO.

Does anybody have the same problems??
