I've had the same message too. We have all been worried thinking that our apps / businesses have failed terms and conditions, hasn't met the minimum required functionality etc and the real reason is... we aren't using the API as much as required.
As a business... how is cutting off our API usage for 5 to 6 weeks going to help us increase API usage? After this period of time we will need to start from a weakened position - building up trust and customers again. Rather than assisting small start ups - Google once again is favoring the big brands because it knows where the money is. Wasn't Google once a start up business? Honestly - couldn't this have been dealt with alot better by informing API users of their token usage, what is required etc whilst our tokens were active? This would have kept us up to date with the minimum requirements and acted as an incentive to improve our usage of the API. It's just crazy.
