Yes, getting access to Adwords API is not so simple as Twitter or Facebook API. I think that this is special action - prevent using API by usual users. If you don't have MCC you can create new account and link your current account to new one. Probably you can use OAuth. Sometime ago I've found it's support in client library sources, but: 1. Don't know how it works (if it does). :) 2. With this option you (not your client) will pay for API usage. May be official guys will help you with this direction.
