I am getting the same issue as you and waiting for a next step, I can not run ANY report definitions they all 301 for like 5-6 times then a nasty error 503 occurs and the request dies, the content says QUOTA_EXCEEDED, there are some notes on it, but I can run my reports just fine thru the deprecated Reporting API in v13. Also exceedingly frustrating is determining if this a block out by IP or if its a block out by Google, as well as paying for these requests that being submited by the Reporting.
