Thank you for reaching out to the Google Ads API support team.

As per this section of the API documentation, only one active location sync 
asset set with a status of ENABLED exists for a customer. If you need to create 
another location sync asset set, you must first remove the existing one.

So could you confirm that only one active location sync asset set exists for a 
customer?
