Please can you shed some light on this. We are also needing to find keyword 
stats for SEO purposes (We are also integrating the full use of Ads API for 
Ads only system). There is an ongoing discussion we had about this, where 
were advised of the terms that say that say it is not allowed to use 
keyword api for SEO purposes, only Ads. 

Your reply directly contradicts this. 

Also we are trying to identify what happens if we choose one of the 
available paid APIs out there, and it turns out that that service breaks 
TOS, is that a risk to our own account even though it is not us 
deliberately breaking it?
