Without setting up Google Tags, offline conversions using GCLID can be effectively reported through file import option alone. In case of enhanced conversions, instead of GCLID, an email address or any additional first-party data is required for reporting so that Google can match it to logged-in user Google accounts and report conversion. Why, therefore, is it not possible to report enhanced conversion using the file import option alone without first setting up a Google Tag to collect email addresses from the website since both type of reporting are identical with just swapping of first-party data in place of GCLID?
