Hi Reed,

I've been told that going forward, the ReportDefinitionService will
report in micros only. Apparently, the change hasn't gone live on all
servers, that's why you are seeing the dollars v/s micros for some
reports. Once the fix goes live on all servers, the
ReportDefinitionService should report consistently in micros for all
reports for all cost-related fields. For now, you can use the fix
suggested by John (divide by 1M if there is no decimal) as a temporary
fix.
