Hi,

It is possible to set the position preference for a keyword ( see
https://adwords.google.com/support/aw/bin/answer.py?hl=en&answer=31788
).  While not a guarantee, this can help you target the #1 position.
This field can be set using the AdWords API using the
PositionPreferenceAdGroupCriterionBids object ( see
http://code.google.com/apis/adwords/v2009/docs/reference/AdGroupCriterionService.PositionPreferenceAdGroupCriterionBids.html
).

While you can't determine exactly what the CPC is for the first
position, you can use the TrafficEstimatorService to estimate the
average position of your keywords at their current bids ( see
http://code.google.com/apis/adwords/docs/developer/KeywordEstimate.html
).  This service works best when evaluating existing campaigns, as it
can factor in quality score information.
