Hello Pratap, If you're going against the production version of the AdWords API (not the Sandbox), and you want to add both keywords and placements to a CPC-based campaign, then the important thing is to make sure that the ad group you're adding them to has both the keywordMaxCpc and the siteMaxCpc attributes set to something. If the siteMaxCpc attribute isn't set then AdWords won't know what bids to use for your placements, and the attempt to add the placements will fail.
