Hello Pratap, The lack of support for placements and keywords in the same ad group in the AdWords API Sandbox has been a longstanding bug. I just spoke to one of the engineers about it earlier today and it's back on his radar; I'm hopeful that it will be resolved. In the meantime, you'll get the error message you describe when trying to add both placements and keywords to an ad group in the Sandbox.
