There are some behind the scenes issues getting the AdWords API documentation pages to properly link to multiple revisions of the AdWords API sample code. We should be moving on to v13 directly rather than maintaining links to v12 and v13 sample code at the same time. I don't have a specific date for when that will be complete, though.
That being said, the sample code is really just there to give developers a general example as to how they can call a particular method using a language-specific SOAP framework. Additionally, there are only a few cases in which the samples would look different in v12 and v13. If there's a specific method that you're worried about calling in v13 that you need see some sample code for, let us know and I am sure we can post something.
