 There was a deliberate decision not to include Quality Score and
First Page CPC values for Keyword Structure reports. The deprecated
KeywordMinCPC column in Keyword Structure reports had its own set of
bugs, and I believe if the reports engineering team had it to do over
again they would not have included KeywordMinCPC in v11/v12 Keyword
Structure reports in the first place.

 The basic philosophy behind Structure reports is to provide a way of
retrieving the fundamental attributes of each type of AdWords object--
specifically, the attributes that can be set and/or maintained by end
users. Properties like Quality Score or First Page CPC or statistics
like Clicks or Impressions, things that are determined dynamically
based on algorithms or logs analysis, are not exposed via Structure
reports. If you're interested in that sort of data, running a normal
Keyword report is the way to get it.

 I'll be the first to admit that Structure reports are not yet as
useful as they can be, as there are still a number of important
columns that logically should be exposed in Structure reports but
aren't yet. Getting the KeywordIsNegative column added to Keyword
Structure reports last month was a good first step, and there are a
number of other columns whose importance I've been stressing to the
reports team. (As for cross-client Structure reports, it's been a
feature request for a while now.)
