Is a TSM 7.1.1 server license sufficient for TSM server 7.1.5 or will I need to download 7.1.3 to get a new license for the 7.1.5 code base?

It is the re-based server packages that are put on Passport Advantage. 7.1.3.0 was the most recent re-base of the server.
