No. But even if you could, it doesn't do what you think. If you are retaining 5 versions of a file, when you run the 6th backup, the 1st version is gone/expired/inaccessible. Whether expiration has run or not, you can't get that 1st version back (unless you restore your TSM DB to a prior date).
Stopping expiration will prevent TSM from freeing up DB space and updating the %reclaim values on your tape. But the only way to increase retention of files, is to modify the mgt class definitions they are bound to.
