You need to run dsmserv With the following command
Dsmserv extend log <path> <size> DSMSERV EXTEND LOG (Emergency Log Extension) Use this command to extend the size of the recovery log when you need additional log space to restart the server. Issue this command if you receive an ANR9999D LOGSEG message. This indicates that your log space has been overcommitted and your server terminates with a LOGSEG871 error. After the server is running, you can do the following: Back up the database, which frees the recovery log space. Adjust the size of the recovery log, the database backup trigger full percentage, or both to allow for successful future database backups. Note: Use the DSMFMT utility to format a new recovery log volume. Add at least 20M (100M is better) to your recovery log and restart. As soon as it comes up, kill any running processes, and manually run a DB backup to clear the log. Then go back into your activity log and see if you can figure out what was running that took you down..
