Storage pools can be type random ( disk). We still need to migrate to cartridge but we have about 13 16GB disk areas set up and allocated to various storage pools as the primary pools which migrate to tape. There's no reason, with sufficient space, that you could not hold your backups on disk, but if you lose the disk you lose the backups.
