Look at the "Archive" function of TSM client. It can be invoked from CLI by using "dsmc archive <objects> <options>" or from GUI/Web pressing button "Archive" instead of "Backup". With appropriate settings in archive copygroup (which is different from backup copygroup) this is very easy to achieve. Look for "def copy t=a" server command.
