The msg sets from 5.1.1 PTF are not installed using update or latest, if you go back to that set and perform an update from ALL then you will see the missing en_US message sets in the select screen.

The same happens when entering the command through the command line on the Web Interface. It happens on both V5.1 & V3.7 clients.
