If you made any changes either on the server or the client, try logout/login (if possible) for the user which is the instance owner and/or the user running the storage agent...
Once, I couldn't do the TSM DB backup to tape after (with similar msgs as yours) the TSM server upgrade untill I did logout/login of the TSM instance owner. And check the permissions on the tape devices...
