If the tape is experiencing 'excessive media failures', meaning that
the tape can possibly be damaged, it will continue to change status of said
tape into 'readonly' state (write protected).

        What determines if a tape is write protected?  Had discovered that
tape were in a status of Private but not being used.  I updated the volume
and placed in scratch but when TSM attempts to use as scratch he says that
the volume is write protected ?  Can't explain why this is happening...
