A "solution" is to have an adequate supply of scratch tapes so the library will be 
less likely to remount a bad tape.  Also when a bad tape is discovered, remove it from 
library and discard or get replacement.

Thank you for the replies.
The main thing I am trying to prevent is the cancellation of the job because
of the failure of TSM
to recognize that repeated mounts of a bad tape is not going to make the
tape "all better" and usable.
The failure of the job to complete has a domino affect on subsequent
schedules. This leaves our DR
exposed because the "Copypool" data for the offsite vault is not complete.
