error on HPUX 11.0 client

I am running TSM 3.7.1 on OS/390 2.5 server to an HPUX 11.0  TMS 4.1
client.  It installed fine and you can start TSM from the client and do
backups and restores just fine.
When you try to start a session from the server through the scheduler the
server says to start a session and then the following error shows up in the
client error log

TCP/IP received rc 9 trying to accept connection from serve.
Has anyone seen or provide any help in what might be causing it.
