Server side option set will either be placed at the begining or at the end
of the include/exclude list depending on wether you tell it to override
"yes" or "no".

example in my env:
all server side option sets for "excludes" are set with override = no
all server side option sets for "includes" are set with override = yes

What this does is place the excludes at the begining of the include/exclude
list and the includes at the end allowing me to add include and excludes on
the client (meaning they fall in the middle).  If you follow this standard
then your includes will always override your exludes.

I can't help you exactly with your problem, but you can
use the command 'SHOW INCLEXCL' from your client's backup
command line to see what order the client is going to process
the list.  One thing to note with that command is the list is
in reverse order from what it is in the dsm.opt file.
This way you can test your scenarios to make sure the list
processing is correct.
