You should set your re-use delay to how many days you keep your database
backups. The idea is not to use a tape that, if you needed to restore your
database to today-n days, may still have valid data on it. TSM does not
erase a tape that has become scratch. Only the entries in the database are
removed.

So what is the purpose of having them set to that parameter.. I don't see
much use of it if it becomes scratch anyway..

Hi Selva.
After a volumen reachs a 0% of use by some process like reclamation, its
status is set pending. Reuse delay indicates number of days tha a volumen
keeps status pending. After, volume will be a scratch tape again.
