All the allocations made when the default size was /35 or /32 came from
a reserved /29.  So not everything can grow to a /28 "just so".

On the proposal itself, I could care less, tbh.  The argument "because DNS"
is about as weak as it was in version 1 (aka "if you know your tools, it
does not make a difference, and if not, it will not help").  OTOH the extra
waste induced by making things larger every few years is also tolerable
in the grand scheme of things.  So I'm just "don't care" on this.
