We have generally been flexible with the page limits, since we don't have a huge number of papers and we aren't making thousands of copies of the proceedings. Thus an extra page or two per paper isn't going to incur a big cost. Last year, we didn't formally print and bind the proceedings. I just copied them on our department copier.
As for the page size, that's a good question. We may need to talk about that in the committee. I've been working on mine in letter format out of habit, but it would make sense to have some consistency.
