Answering to myself: the "co" prefix---coexist etc.---implies
that the "oe" ligature would be a mistake.

And if "ae" in accented french seems to be correct, it is not the case
in english for example: "aerial" would definitively not benefit from the
ligature.

So the two shall not be ligatures.
