Perhaps because it is _always_ part of the namespace, where this
discussion is specifically about restricting the namespace?  Of
course, that is how I read it, Roman will need to qualify my view.

PS: I also find #X a touch special, but there is really no need to
feel that it is an intruder :-) It helps when you point out that it is
just a "macro" for something that cannot be accessed by any legitimate
name _before_ a namespace is constructed.
