If any significant portion of these 400M files is accessed on a regular basis, you'd be (1) stressing ARC to the limits (2) stressing spindles so that any concurrent sequential I/O would suffer. Small files are always an issue, try moving them off HDDs onto a mirrored SSDs, not necessarily most expensive ones. 400M 2K files is just 400GB, within the reach of a few SSDs.
