Certain file systems require devices with specific tags. Please correct me if I am wrong, but I was under the impression that I can use a Zvol for any filesystem.

Since there's no disk driver managing the zvol, there's no VTOC (unless you put one one there yourself). Conceptually it's very similar to a SVM metadevice. How would you want to use tags on a zvol? They're almost completely unused by the system anyway.
