Hmn we have that already. /usr - mostly readonly executable and support. /var pretty much everything here needs to be written to and can grow, /etc can change but should be rare.
Should have said, but I was actually thinking of the /var/crash and /var/core case - where the requirement (for quotas, maybe) and the essential function is the same.
