Do you have any cron jobs which are creating periodic snapshots? If so,
you may be hitting:
6343667 need itinerary so interrupted scrub/resilver doesn't have to
start over
There is currently a limitation that pool traverses must be restarted
any time a snapshot is created or destroyed; if your inter-snapshot
interval is less than the time it takes to scrub the pool, your scrubs
will never actually finish.
