For the archives, a high level of lock activity can always be a problem. The worst cases I've experienced were with record locking over NFS. The worst offenders were programs written with a local file system in mind, especially PC-based applications. This has become one of the first things I check in such instances, and the network traffic will be consistently full of lock activity.
