Don't know why zfs cannot open device?

itsm-mpk-2# zpool import
  pool: canary

 state: ONLINE
action: The pool can be imported using its name or numeric identifier.  The
        pool may be active on on another system, but can be imported using
        the '-f' flag.

        canary      ONLINE
          c1t0d0s3  ONLINE
itsm-mpk-2# zpool import canary
cannot import 'canary': pool may be in use from other system
use '-f' to import anyway
itsm-mpk-2# zpool import -f canary
cannot import 'canary': pool exists


itsm-mpk-2# zdb -L /dev/dsk/c1t0d0s3
zdb: can't open /dev/dsk/c1t0d0s3: error 22
