At a guess, because the libgcrypt recipe is: LICENSE = "GPLv2+ & LGPLv2.1+ & GPLv3+" Whereas libgcrypt itself is: LICENSE_${PN} = "LGPLv2.1+" That's a bit of a meta-question: what license is a license package that only contains license texts?
