Similar QA issue is shown when you use: LOCALE_GENERATION_WITH_CROSS-LOCALEDEF_forcevariable = "0"
which is needed to build glibc-locale with pyro on hosts with glibc-2.26 (with ENABLE_BINARY_LOCALE_GENERATION = "1").
