I guess you are using the community kernel instead of NXP SDK kernel, the DPAA upstream is ongoing currently, to use the full function DPAA drivers, you can use the kernel recipes in meta-fsl-ppc layer(http://git.yoctoproject.org/cgit/cgit.cgi/meta-fsl-ppc/log/).
