IMO this looks a wrong place to pin kernel versions. Its BSPs choice hence 
belongs to machine
layers. unless you want to limit the scope of this layer to BSPs using 
linux-yocto only, then you need
to state that in README and still not set this but instead set a bbappend and 
raise a parse error to inform
the user about the layer expecting linux-yocto 3.14
